The countries where it is supported are listed here: Google Earth for Android User Guide.  It's not just a question of whether it works on the device, but also, as you have found out, of location.  Unfortunately I don't know why it is so limited.  Sorry :(  Google employee Mark confirmed here that "there are some countries where Google Earth may be unavailable due to that region's regulations".
