Go to docs.google.com or drive.google.com , click the red button toward the upper left to create a new document, and there you can type up your paper and edit or delete items in it.  You can also upload a document and convert it to the Google Docs format to edit online.  As well, look in the Tools menu for the research tool that gives you some help for footnote citation, although Google Docs is probably not the most optimal tool for formatting bibliographies and citations (try Latex).
