I too have experienced this problem. We post PDFs on Google Docs and use QR-Codes for people on mobile devices to get to the PDF document. This bug has seriously hampered our ability to do that. I'd be happy being able to generate a "direct download" link that will force the target mobile device browser to download the PDF instead of view it. However, I haven't been able to generate that sort of link either.
