Why does Google Drive chew up so much ISP download usage?

I use Google Apps for Business in a Chrome browser on a laptop running Windows Vista
I work locally on my hard-drive on PDF files, and then move the PDFs into my Google Drive folder and voila! Google Drive automatically uploads them to the cloud for safe storage. Generally, once I upload to Google Drive, the file is unchanged. I'm using about 5GB total storage.
Since I started using Google drive my ISP usage has gone through the roof - in the order of 3 - 5 GB per day!
I shut down my laptop at the end of each day and reboot each morning. When I reboot Google Drive tells me its synching 2,000+ files! There is no way I changed 2,000+ files the previous day.
1. Is it resynching my ENTIRE Google Drive every time I reboot?
2. Is there anyway I can get it to resynch only the files that have changed since the last resynch?
