How to keep cell number in formula inserting a new row ?

Hi,

Here is my issue.

I have my spreadsheet
A1    
A2    
A3   

I have a formula (in another tab) which compares a value "X" with the content of A2.
When I insert a new row between A1 and A2, A2 becomes A3, and then my formula compares the value with the content of A3. But I still want to compare my value with the content of A2.

Is there a way to keep always the same cell number in my formula, in despite of insertions ?
I took a look to ArrayFormula, but I don't see how it could work with that feature.

Does someone know how to solve this issue ?
