Sitting behind a corporate firewall, i had the same problem. Fortunately, I found a simple solution:
Disconnect your network cable (or disconnect from your wireless network) before you start the standalone installer (http://www.google.com/chrome/eula.html?standalone=1).
Then, the installation is a matter of seconds.

Still no automatic updates, though...
