I'm not entirely sure it's fixed, but there's improvement!
I went to CNET and arbitrarily picked "Internet Download Manager" to test out the download.  Unfortunately, my Trend Micro antivirus didn't like it much, and halted the downloaded saying the file contained something called "WORM_SPYBOT.BMC" trojan.  and then asked me to reboot.
I went to my Google Apps site and was able to download a small excel file from my Docs folder.
I went back to CNET, and was able to successfully download a Google Chrome installer.

I'll keep watching it.
