Toolbar is missing from pdf inside a plugin. The only response that I'm hearing to get expected behavior out of my browser is for me to "go to about:plugins, click on details, disable Chrome PDF Viewer and enable the Adobe one."

that is the incorrect answer. Chrome breaks expected behavior. Chrome must be fixed. I am not going to all the thousand or so machines in my building so my users can have expected behavior out of their browsers.

Google developers really screwed the pooch on this one. I need my users to use a product that does not violate expected behavior.
