A router / hub would not impact this issue.  Especially as it's intermittent and yet also continuous and can be reproduced. It can also stop on its own and start back up on its own without any hardware or software changes.

The security certificate issue is very clear, it's a conflict within the latest version of Chrome with regards to security certificates.
