I noticed my game sales have dropped a lot the last few days.  Now, this could be a normal sales issue but I noticed that when I try access Google Play

that I get server errors from both the Google Play device client (Error - Connection timed out. Retry) and also the Google Play web store (Error - We're sorry, there was an error. Please try again later).

So I Googled this and there a few sites that mention people are having problems accessing Google Play on their devices and also the web store.

This is very serious, People can not get onto Google Play to buy apps so sales are being badly effected.  To give you a idea how bad.  My apps sales were 5x more this time last week.

Has anyone else also noticed this?

There are two new announcements on the developer console - Account owner and user access, Sales and payout reports.  Maybe these new changes are causing problems?
