Enabling API Settings for Transaction fees in notification

Hello Support Team,

How can I enable API settings for 'Transaction fees in notification' ?

I got this help topic : http://support.google.com/checkout/sell/bin/answer.py?hl=en&answer=77742 . It says that I can enable the API settings from Settings->Integration->Advanced settings, but I did not find any link for 'Advanced settings' in the merchant interface (Settings->Integration) .

Can anybody tell me the alternate solution. Thanks in advance.
