Is there any Google API or URL address for chatting/hangout with other user?

We use Google Apps for Biz. 

We will develop a user profile card in other system.
In user profile card,  there are buttons to click 'Chat' or 'Hangout'.

We want to link Google Chat directly.
-> chatting windows is opened, a participant is attended) 
We want to link Google Hangout directly.
-> hangout room is opened, a user joins a hangout room, a participant is invited)

Do you have an idea?(or sample)
