Google advises us, in plain language.

At Google, we take your privacy and security very seriously. Therefore, we're committed to returning accounts only when we're sure we're giving them back to the accounts' owners. Because Google doesn't ask for much personal information when you sign up for an account, we don't have many ways to verify that you own an account.

in other words, if you can't use either the account name / password, or the email address, to recover access to the Blogger account, then you may be out of luck.  Blogger has no legal right to give "you" access, if you cannot prove ownership.

You might be able to use the (recently improved) Google account recovery tool, if you remember what the email address was, and enough auxiliary details (there are 3 options in the menu, and each have different possibilities).
