If you are having this issue, go to the following link (Google Apps Known Issues)...

Click on "User Services (Gmail, Calendar, ...)". 

One of the options will be "AIM functionality in Google Chat does not work". 

Click on that, and you will be given an option to report that you too are having this problem.
