I have read the latest instructions on linking adwords and analytics accounts http://support.google.com/analytics/bin/answer.py?hl=en&answer=1033961

I am an admin on both accounts so that is not the issue. 

Basically, when I get to step 6 of the instructions ("Click the AdWords tab, then click Link Accounts."), I have a problem. There is no "Link accounts" button. I am told "To link your AdWords account, please access this page via the Google Analytics option under the Tools & Analysis tab in AdWords." which just sends me in a circle. 

I might be missing something very obvious here, but even so--I don't know what it is. Please help me figure out what I am doing wrong and how to fix it!
