Strange things are going on with the ad review center. This page seems to be up to date

They still talk about placement targeted ads but those only show up in the upcoming ads section if you put a 24 hour hold.
I was going through my blocked ads and I don't remember blocking most of those. But I would have. The AdSense fairy must have blocked them for me?
