There have been so many changes re: the ad review center that I don't know that anything is working as it was, is or will be. We were told they were killing targeted ads a while ago but I still see targeted ads. We were told there was no reason to make channels targetable because all channels were made targetable by default. Then we were told to make channels targetable... After watching the interface for so many years I don't know that any of it makes any difference. In my case, targeted ads are among the worst paying/least clicked ads I see. The only good thing about the interface is it lets me block certain ads I wouldn't want for personal reasons, but I think we've all had the experience of trying to block certain ads only to see them reappear under a different url... For this particular OP I think GDD has hit the nail on the head: one needs an amount of regular traffic to get things past the threshold at which they will display in the interface, and I would assume the targeted ad display these days has a higher threshold than is reached in the simple multiple displaying of shotgunned ads on any one site. One needs to build up regular traffic and develop a regular history in order to reach those minimum threshold values. And nothing helps to reach those thresholds quite like good traffic flow from reputable sources that delivers regular clicks and conversions... There's a whole chain of cause and effect in place here... couple that with Google's efforts to conserve resources and focus attention on those things that warrant attention...
