Yeah, my idea was the best alternative idea to fixing the issue, but it appeared that not everybody was experiencing the loop for the same reason. I'm glad my idea fixed the easy issue of the cookie/cache bug, but I am kinda upset at Google for not fixing the other one.

It would be nice to have a Google employee come on here and reassure us that they're working on the problem.
I can't even begin to understand why it hasn't been fixed in months.
If no ads were displaying on any publisher's site(s), they'd get to fixing it right away. So why not this?

I see a potential class action lawsuit springing up here.
Because of this bug, for many publisher's Google is essentially hiding how much it owes them.
So how do you trust a company that can't show you what you are making and won't fix the issue for months?

Looks like several publishers here need to call the justice department and file a few complaints for Google to act as they apparently have not for months.
