I have a video that I'd like to post but it is over the size limit for uploading through Picasa. Is there a way to decrease the file size by either decreasing the resolution, or last option cropping it down for time?

The best thing to do is to get a real video editing package and you'll have all kinds of ways to re-render the video to cut its size down. I think Microsoft has a Movie Maker thing that's downloadable...
Picasa can trim video clips, though. You'll see little "start" and "stop" sliders when you're in the Movie Maker view/edit video part of Picasa. You can use this to break a video into several smaller chunks. Then, you could post the chunks separately.
Or, maybe you can upload video that is larger than the Picasa YouTube upload limit if you go directly to the YouTube site. I don't know. But it might be worth looking at. Remember, you *can* upload directly from your web browser...
